The organization run non-formal self employment education programme only and not give any guarantee for further educational use or any job. Anybody can apply in BSEMH for extending open learning facilities in aphased manner at Pre Secondary & Pre Sr. Secondary levels [like as mocktest] all over the country and abroad as an independent system with its own curriculum and examination leading to awarding of certificates. This was intended to address the needs of students or working professionals in India and abroad to further the cause of spreading education.

Board of Secondary Education Maharashtra(BSEMH) is an " Open Schooling Council " Educational Institute, an autonomous National body to cater to the needs of a heterogeneous group of learners up to pre-degree level registered under trust society Act for promotion and development pre-primary level course, Primary level course, vocational stream-I(8th std.),vocational Stream-III(12th std.)and other vocational course sin open and distance mode and some of cases in regular mode on different stream, It is generally established with prime vision and objective to promote and developed the Minority community are unable to get education due to their financial constraints and being placed in the remote areas. The courses of Board of secondary education Maharashtra of open schooling are autonomous courses; designed by council itself and the certification are given by the council itself. The council/organisation run non formal self-employment education programme only and not give any guarantee for further educational use or any job. Advised to success candidate that try to best self-job. Board of Secondary Education Maharashtra Open Schooling for those students who are not able to complete their education in regular mode and wants to complete their education in open and distance mode. BSEMH enjoys statutory status under constitution of India,1950 for its rights to education programs admit student, conduct examination and issue marksheet & certificate The area of operation of council is all over India through its affiliated study center & authorized examination centers, Board of Secondary Education Maharashtra Open Schooling is a self-financing body which meets the recurring and nonrecurring expenditure without any grant in aid either from the central govt. or state govt. from other source. All the financial requirements of the council from the annual examination charges, institutions affiliation fees, and student’s admission fees. The jurisdiction of the council is extensive and stretches beyond the national geographical boundaries. If any student/members/teachers/employees/other person of any institute/centre or other person has any dispute with the council/institution it will it will be resolved through the committee appointed by BSEMH Open Schooling under arbitration act 1940.The decision of the arbitrator shall be final and binding on all parties, direct court will not be permissible
